The Problem at large

Historically the minority community has been repressed by the dominant governmental forces of the United States.  Since its conception, the relationship between the minority population group and the U.S. governing body has been a pronounced example of disproportion of power.  The minority poor community, specifically, was seen in terms of color and it was popularly hegemonic to be less than “white people” which represented the government, and unfortunately this has not changed.  Though, there have been powerful movements, such as the civil rights movement (of the 1960’s) that worked towards equality for all people including the black community.

As of recent this relationship has reared its head in the lives of our nations children. 
Nationally, 1 in 3 Black and 1 in 6 Latino boys born in 2001 are at risk of imprisonment during their lifetime.  While boys are five times as likely to be incarcerated as girls, there also is a significant number of girls in the juvenile justice system.  This rate of incarceration is endangering children at younger and younger ages.
